Rep. Devin Nunes of California co-sponsored a bill called the Discouraging Frivolous Lawsuits Act, a laudable goal, but it seems the legislation is aimed solely at plaintiffs who don’t like the way the Clean Water Act is being rewritten to allow more water pollution.
